Through the Access to Capital Food Service Recovery Grant program, the City of Charlotte will distribute $4 million in federal CARES Act funding to restaurants, bars, food trucks, caterers and music venues located within the city limits of Charlotte. Grants will be awarded in the amount of either $10,000 or $25,000, depending on number of employees.

The grant application period is open from September 21 at noon to October 19 at 5 p.m. Note: the application period may close earlier if all funds are distributed.

Food Service Recovery Grants are part of the city’s Open for Business strategy, an effort to distribute $50 million in federal CARES Act funding to small businesses headquartered within Charlotte city limits and the local workforce impacted by COVID-19.

Eligibility:

  • Businesses that received a grant through the Small Business Recovery Grant program are NOT eligible to apply for this program. Eligible businesses that applied for the Small Business Recovery Grant program but did not receive a grant will automatically be considered for the Food Service Recovery Grant program and do not need to reapply
  • Open to restaurants, bars, food trucks, caterers and music venues.
  • Business must be located within the city limits of Charlotte, NC.
  • Business must have been conducting business before January 1, 2020.
  • Applicants cannot currently be engaged in bankruptcy proceedings.
  • Nonprofits, liquor stores and adult entertainment establishments are not eligible.
  • Your business must be included in the Mecklenburg County database as having paid the Food and Beverage Tax in 2019, as well as having submitted this form to the County in August or September of 2020, even if the submission shows $0 revenue. Our application reviewers will check the database to ensure eligibility.
  • If an applicant’s property is listed in Charlotte Mecklenburg Police Department’s Nuisance Abatement Program, the City reserves the right to decline to issue a grant, following a review of calls for service to CMPD in connection with such property.
  • For owners applying for more than one business – please note these businesses must be operating as a separate business with separately filed TIN numbers.  A restaurant that also provides catering services would be considered one business if operating under the same TIN.

Awards Process:

  • Grants will be awarded on a first-come first-served basis.
  • Our application reviewers will check the Mecklenburg County Food and Beverage Tax database to ensure eligibility.
  • If an applicant’s property is listed in Charlotte Mecklenburg Police Department’s Nuisance Abatement Program, the City reserves the right to decline to issue a grant, following a review of calls for service to CMPD in connection with such property.
  • Checks will be distributed up to four times during the program, until grant dollars are exhausted.
  • It is anticipated that the number of applications will exceed the available funding. Applicants are not guaranteed to receive a grant.

Required Documentation:

  • All applicants must upload and submit the following documents:
    • A signed IRS Form W-9 (Rev. October 2018). Please consider watching this quick tutorial on completing your W-9.
    • Applicants with six or more employees must also submit a 2019 IRS Form W-3.
